The US Coast Guard (USCG) requires that vessels travelling to the United States complete a Vessel General Permit (VGP) Compliance Sampling / Monitoring to confirm that their Ballast Water Treatment System (BWTS) conforms with the mandated regulations. The Ballast water must be tested two to four times in the first year. When they pass two successive tests and meet the discharge requirements, samples can be returned to yearly VGP sampling and, consequently, yearly reports.
The vessel owner/operator is required to resume monitoring twice a year until they obtain two more results below the permit limitations in the case that they surpass a limit on any sampling event.

The most extensive regulations have been created in the United States to date, and they include an annual VGP (Vessel General Permit) that mandates regular testing of Bilge, Ballast, Grey, and other water kinds. This will eventually be replaced by VIDA ( Vessel Incidental Discharge Act ).
